Microsoft Enterprise Agreement
MICROSOFT ENTERPRISE AGREEMENT
Microsoft Products are widely used in the public sector, and for some time there had been concern regarding the extent of compliance with the proper licensing guidelines for the use of these products. Microsoft brought this fact to the attention of the then Ministry of Industry, Commerce and Technology in 1999. Ongoing negotiations culminated in the signing of a three (3) year Enterprise Agreement on June 23, 2004 by the Honourable Minister Phillip Paulwell on behalf of the Government of Jamaica. This agreement has been renewed for an additional three (3) years and will expire on June 30, 2010.

Server vs. Desktop licenses
The 10,000 licenses refer to user workstations ONLY. The server products listed are therefore the client component. Server software will need to be acquired separately and at a cost.
New PC Purchases
The position of Microsoft is that, with effect from the signing of the EA, all GOJ computers have a valid licence to use the products included, and permission to upgrade to the release level stipulated in the agreement. Furthermore, there is no requirement for any GOJ user to purchase any software from the products included in the EA. The exception is the Windows Vista operating system as the EA covers upgrades and not origination of this product. Consequently, any Ministry or Agency, which is in need of new computers, should go ahead and purchase same. In purchasing, order the machine with only the Windows Vista Basic Home Edition operating system. The remainder of the desktop products (from the EA product pack) can be loaded from the correctly licensed version with the product key issued for this purpose. Any Microsoft software not listed in the accompanying Price List may still be procured under the agreement. Please contact Central Information Technology Office (CITO) for further information. Any new systems ordered must be reported to CITO.
